I am a City Letter Carrier for the US Postal Service in NY. I've been a city letter carrier for over 17 years and it is the best job I've ever had. I mostly work 5 days per week (sometimes includes a Saturday) and often have the opportunity for overtime, which is usually voluntary. The route I deliver has about 350 homes and I walk to each of their doors to deliver the mail. Please keep in mind that I don't have authority to speak for the USPS, so all opinions are solely mine, not my employer.

Can I put outgoing mail in my mailbox with the flag up if there is still mail in it that hasn't been picked up? The people I share a mailbox with are slow to collect their mail but I feel it might be rude to remove it just so I can mail something!

I would think that it is fine to put outgoing mail in your mailbox with the flag up even though those who share the mailbox with you haven't picked up their mail. The suggestion I would have would be to push their uncollected mail towards the back and your outgoing mail clearly visible towards the front of the box so the letter carrier can easily tell the difference. Hopefully that will work out acceptably for everyone.

How long does it take to get a lost Driver's License returned that has been put in a mailbox?

I don't know the procedure for lost Driver Licenses to be returned to the rightful owner of the license. I'm not sure if each state has its own procedure for what should be done if a Driver License is found and put in to a blue USPS collection box. In my career I have never come across one or recall delivering one back to the licensee. It is possible that the license could be sent to the State Dept of Motor Vehicles (or whatever their equivalent is called in your state) instead of sent to the recipient. Looking at my own Driver License (NY) I don't see any instructions on what do with it if found. Thanks for writing.

I probably should have just deleted this question for being non-pertinent to the job of a mailman but I prefer not to delete any questions posted here. My request would be for people not to post a question here that is not germane to the profession of Mailman. Thank you.

if i didn't put in a change of address at the post office where i used to live and then i send a letter to the irs using the address at a motel i am temporarily staying at will it still reach its destination

Sure, the letter should reach its destination as long as it has the proper address and ZIP code. The only issue could be if the letter would need to be returned to you for some reason and you no longer are at the motel and there is nowhere to send the letter to. You don't need to put a return address on the letter to begin with. It's your own choice. 

Someone help! I applied for the seasonal work in 2 diff counties. I have an interview tommrow this is the one i really want. And in my email today i see another interview invite for the 23rd of sept. This position already sent the rug/bacgrnd info

Cindy, I dont know how to help you in this situation as I am not even sure what you are asking.  Good luck on both interviews. I do realize you want one of these positions much greater than the other. Unless you get offered the job for the first interview on the spot, I highly recommend attending both interviews. The reason is that you may get an offer for the latter interview than at your preferred location. This is likely better than having no employment.

Will I be disqualified for employment if I don't have a valid drivers license when I take the exam

Deedee, I don't know the minimum requirements for taking the USPS carrier exam, but I do think you will need one to actually get hired. I would look on the USPS employment website to see if there is any information on it as to when you need to have a driver license. All city carriers where I work drive postal vehicles and therefore need a driver license. Good luck and thanks for writing.

How often do mailman empty out the big blue usps boxes they have outside usually in every street in the neighborhood?

Those are known as collection boxes and on the label which is usually inside the pull-down lid or outside the lid is a schedule of the pick-ups from the box. It is usually 1-2 times per day in the office where I work in suburban Long Island, NY. I've rarely seen it be more than that but in busier urban environments it could be more. Our app for iPhone has a "location" option where you can search for Blue Collection Boxes and the last collection time is posted.
